Dear Dr Das,

I had gone through the detailed note you had written to Dr Rekha Jain, along with Exhibits. 

There are some legal points and some ethical issues arising out of this episode. 

I think we need to handle them accordingly,  We need to take up the matter with Ministry of Communication & Technology and Ministry of HRD for the violations. 

We shall be happy to take it forward, the case of forgery, misappropriation of funds, criminal negligence and misuse of public fund.

Thanks for pointing out the USOF report and also providing a link to the report that has been put up on a publicly available source by the project sponsor USOF ~ clearly showing that it had been submitted by Prof. Rekha Jain to USOF as a project end report as this is the only report that has been uploaded by USOF (and there isn't any version of the report in USOF website and/or any other public domain to believe otherwise).
