Misleading emails of Dr Rekha Jain

Members of 2 mailing lists are confused by purported emails sent by "Dr. Rekha Jain" to different lists. In one email she says she has not posted to the GNB and demands an investigation into the matter. In another email (sent to "IIM Ahmedabad" google group ???) Dr. Jain asks to be taken off ALL mailing lists. This email was in reply to an email posted exclusively to the" IIM Ahmedabad" google group.

Since most subscribers have seen 1 email but not the other, we are reproducing below the text of both emails so everybody can compare them and see how honest Dr. Rekha Jain is with the truth, especially since neither of these emails was posted to IIMA's General Notice Board as she claims.

Background:
"In the year circa 2009 one of the IIM-Ahd professors Subhasini Kaul had
brought plagiarism charges supposedly against Prof. Piyush Sinha which got
pushed under the carpet threatening Subhasini ... later she reported
charges of sexual harassment against her, the committee of rekha jain
taking verbal instructions from sameer barua had told her that it was her
fault that she couldn't manage herself ... subhasini has now become a
sadhvi ... search subhasini kaul in google and you will find a news
article of 12 aug 2012. The faculty member Kaul accused in her complaint
had vanished under mysterious circumstances from Devprayag in Uttarakhand
last year and is still missing."

As per the IIM-Ahd insiders, Kaul allegedly brought plagiarism charges
against an IIM-Ahd proff (supposedly Prof Piyush Sinha), which was hushed
up, and thereafter sexual harassment charges (supposedly against Prof
Prathap Oburai) which was also hushed up by Rekha Rani.

Kaul has met Anna Hazare recently with all documents and Annaji's group is
taking active interest in IIM-Ahd affairs. Already a RTI petition has been
filed on instructions of Annaji by well known RTI activist Ambrish Pandey
of Gorakhpur Jan Tantra Morcha asking details of enquiry report (hushed up
by Samir Barua) on plagiarism complaints against Rekha Rani, which
plagiarism were so  blatant that she even stole from judgments of Supreme
Court and High Court without proper attribution. IIM-Ahd Deans accused for
plagiarism are Ajay Pandey, G Raghuram etc. who along with Prof. Sebastian
Morris had offered to step down from their posts until they were publicly
cleared of the charges against them.

It is hoped that by Annaji's personal help Transparency will finally be
ushered in IIM-Ahd and gangs of plagiarists will be exposed and expelled.

40% marks to Prof. Anil Gupta for transparency at NIF

The ERNET family lauds Prof. Anil Gupta for taking some swift corrective actions to address concerns highlighted pertaining to suo-moto RTI disclosure at the NIF (National Innovation Foundation).

ERNET is gratified to announce that Prof. Gupta has now passed the transparency test with 40% marks for NIF's uploads/links as under:-

  1. Particulars of its organization, functions and duties, Administrative Setup, Organizational and Functional Structure [1], [2], [3],[4],[5]
  2. Rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions [1], [2]
  3. Norms set by it for the discharge of its functions
      
      The NIF follows the rules/guidelines as approved by the Governing Board in consultation with DST. [EVASIVE]
  4. Manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes [PENDING]
  5. Particulars of recipients of concessions, permits or authorizations granted by it. [PENDING].

Lancet adds 19 authors after plagiarism and data theft complaint

Top AIDS expert hit with charge of plagiarism

"He neither gave credit to the researchers who toiled on the study nor followed the rules and procedures for publishing academic papers," the center said.

Researcher published article using others' data without their permission China's leading AIDS scientist has come under fire for gross ethical misconduct after colleagues complained he used their unpublished data in an academic article without permission.

Shao Yiming's piece, Antiretroviral Therapy to Prevent HIV Transmission in Serodiscordant Couples in China, was published on The Lancet medical journal's website on Dec 1.

However, when it appeared in print on Oct 5, it had an additional 19 authors.

The National Center for AIDS and Sexually Transmitted Disease Control and Prevention, where Shao is director of virology and immunology, confirmed in a statement this week that the first article had failed to credit the people who indeed designed the study and collected the source data.

Shao is also a member of the National Committee of the Chinese People's Political Consultative Conference, the top political advisory body.

The Lancet noted the corrections, adding that author affiliations, correspondence details, contributors' statements and acknowledgments had also been updated.

Shao, the corresponding author, had accessed data on the AIDS epidemic surveillance system that was held at the center and published the analysis without approval, the center said on Tuesday.

"He neither gave credit to the researchers who toiled on the study nor followed the rules and procedures for publishing academic papers," the center said.

"As the main party responsible for the controversy, Shao should be criticized and a solution based on mutual compromise and communication has been made," it added, primarily referring to the updated list of authors.

Among the names added was Liu Zhongfu, the center's deputy director. He said people in the epidemic prevention and treatment divisions mainly did the research, carried out at sites around the country.

"Shao seldom presides or takes part in that part of the work," he said. "He and his team mainly do data analysis."

Liu blamed a lack of internal communication for the controversy.

In a phone interview from the United States in mid-October, Shao said that as the national center's chief AIDS scientist his work covers most areas.

Shao also branded the report "old news", and although he conceded names had been added to the print version, he said: "It makes little sense to focus on this point."

Discontent remains

Although the center said the aggrieved researchers had accepted a solution after a heated discussion, not everyone was happy.

Sun Jiangping, another deputy director of the center, and Zhao Yan, a senior specialist in AIDS treatment and care, expressed their dissatisfaction.

"I was astonished at The Lancet's handling of the issue," Zhao said, adding the journal had simply republished the piece without questioning its quality and accuracy.

"In truth, I don't want my name on the article, it lacks respect and is not scientifically correct," she said, explaining that to ensure accuracy data analysis should be done by the people who participate in the study.

Shao's background is mainly in HIV and AIDS vaccine development, she added.

Since the controversy, the National Center for AIDS and STD Control and Prevention has invited Qiu Renzong, a leading bio-ethicist with the Chinese Academy of Social Sciences, to give its staff members a lecture on ethics.

Qiu described what Shao did as plagiarism and said, "If this happened in the US, this would be a scandal, as he used other people's findings without their consent."

Qiu criticized what he called the handling of the case, and urged the center to improve its data management.
"The price for the offense was too small to deter potential offenders," he said.

Jia Zhongwei, who appeared as a first author on both versions of the article, said she was invited by Shao to analyze the source data.

However, she works at Peking University's National Institute of Drug Dependence rather than the center.

She declined to answer whether she took part in the data collection, only saying that it was from a database owned by China. "Why can't we use that for scientific research?" she added.

The Lancet article was based on a study of serodiscordant couples — of opposite sex with one HIV-positive and the other uninfected — which had been added to the national epidemiology and treatment database between 2003 and 2011.

"Our research team analyzed information of more than 38,000 couples and some of them were followed for up to nine years," Shao was quoted as saying by Health News, a newspaper affiliated with the National Health and Family Planning Commission, in December.

The study found early anti-retroviral therapy could lower HIV transmission rates by 26 percent, the paper reported.

Journalist Zheng Lingqiao, who wrote the story, said Shao, an old acquaintance, had informed her The Lancet had published his study online.

"He's such a famous scientist, and a top political adviser. I never doubted the credibility," she said. However, other studies have come up with different results for antiretroviral therapy than reported in Shao's article.

In August 2011, a global study published by the New England Journal of Medicine said early antiretroviral therapy can reduce rates of sexual transmission of HIV among serodiscordant couples by 96 percent.

Similar studies by researchers from the China center indicated rates of 64 and 67 percent

Eminent physics professor Wang Mu to investigate colleague Wen Hai Hu

A prominent physics professor at Nanjing University, Wang Mu, 51, announced on his blog on Monday his intention to withdraw from this year's selection race for new members of the Chinese Academy of Sciences (CAS), a title only given to leading scientists and academic authorities in China.

His decision has shocked many in Chinese academic circles. To many, the reason behind it is even more shocking. Wang has withdrawn from the race so he can investigate another candidate, his colleague, 49-year-old physics professor Wen Hai Hu, for alleged academic fraud.

On September 15, Wang informed the Division of Mathematics and Physics of the Chinese Academy of Sciences that in May Wen had published a fraudulent research paper in Nature Communications, a journal focusing on advancements in the field of physical, biological and chemical science.

According to Wang, three co-authors of the published paper didn't participate in any of the experiments or analysis mentioned in it, and they had never seen the article before it was published. Wang said that in July this year the editorial department of Nature Communications had received a request from the three co-authors to remove their names from the paper.

Earlier on Tuesday, Wen responded to the accusation in a blog post claiming that he was strongly against academic fraud as well as falsification of evidence. He also said that he "detests those who exaggerate non principle problems to achieve their own goals."

Wen declined to discuss the matter with the South China Morning Post saying, "I think this scientific question should wait for the academic board to judge."

While many were disappointed by Wang's decision, some questioned his motive, which provoked further discussion on whether the CAS member system should be abolished.

"As far as I know, it is a close race between them. To Wang, Wen has become an obstacle on his path to promotion. The fact that Wang bypassed the university and reported to CAS directly has killed Wen's hopes of becoming a member of CAS. The last thing CAS wants is to see a dirty fight," a commenter posted on sciencenet.cn.

On October 13, the Ministry of Education of China ordered Nanjing University to investigate the scandal. And the Chinese Academy of Sciences also formed a team to conduct an independent investigation.

Re: [Gen NB] Re: [Gen NB] Hony doctorate for IIM-A's Prof Anil Kr. Gupta (National Innovation Foundation)

Dear Dr. Gupta,

A few points emerge from your email.
(We have explained how to leave the list)

1) As a "rainmaker" for the Institute you (for the moment) enjoy the luxury of being able to say whatever you wish on the iima lists under your own name. The remaining 99% unfortunately do not enjoy the same privileges [1],  [2], [3]

2) Your commitment to free speech and expression is well demonstrated by the complete disregard for its underpinning "Right to Information" at the National Innovation Foundation. The professed expression for Free Speech and Transparency at NIF is belied by the fact that for 8 years now even the NIFs basic suo-moto/proactive disclosure has not been uploaded/linked. [4]

3) It is specious to classify research infringements as simply being either "innocent" or "intentional". If  infringment regularly occurs in a premier institute such as the IIM-A it exposes the utter indiscipline, cronyism and lack of scientific protocols/safeguards within IIMA. As we all know, plagiarism incidents which occasionally seep into public domain are only the tip of the iceberg. In fact an excellent case could be made out for "paid research" emanating from IIMA under compulsions of sponsorship to fix corporate rivals and influence government policies.

4) Is it not curious that this 52 year old Institute still lacks, as per you,  an independent ombudsman for "whistleblowers" etc ? BTW, what have you done about this on the official iima lists you repose your faith in ?

5) Is it not equally curious that even after more than a year the IIMA cannot publicly declare the "innocence" or "intentions" insofar as 5 of its top professors publicly accused of "serious plagiarism" in the media is concerned.  Come come Sir, we all know which of those 5 is "not innocent", and Prof Morris would be doing himself and IIMA a public service by releasing the report copy which was communicated to him by Dir. Barua (or must ER-NET also do this for him ?) now that the Chairman BoG has gotten Prof. Nanda installed as Director.

6) To clarify our mailing list policies

i) This is not a FREE-SPEECH or "free for all" list. It is an unofficial, public and  moderated list to exchange communications pertaining to a) Ethical Research and
b) Ancillary issues at the IIM Ahmedabad
by interested iima stakeholders (faculty, staff, researchers, officers, alumni, students, trustees, public servants, affected outsiders etc.).

ii) "Anonymity" is tolerated but not encouraged once the "boot-strapping" process is completed and the list membership is sufficiently heterogeneous and independent.

IIMA: The Sebastian Morris plagiarism complaints(s)

As the Ethical Researchers Network India investigation has discovered,  in 2012  Prof. Sebastian Morris apparently misled the preliminary enquiry committee set up by then IIMA Director Prof. Samir Barua.

The device used by Prof. Morris for this was to use an academically discredited freeware anti-plagiarism comparison software known as VIPER to generate "proof" that no plagiarism was committed by him. "serious instances of plagiarism"

"It is really a shame to see this mass copy-pasting from some of these senior faculties of IIM, Ahmedabad. The authors in these cases seem to have deliberately avoided mentioning any reference to the sources and provide credit to the original sources and authors."

This device was also despite the other complainant  claiming that she had detected the  "word for word copying" using TURNITIN (a professional paid anti-plagiarism detection software). For some strange reason the IIMA is yet to publish the report of its plagiarism enquiry committee despite the public call of 3 (out of 5) of the top professors accused, including Prof Morris, to do so (as expressed by Prof. Morris) " ... We would go by the findings of the committee and would urge that the committee should reveal its findings publicly. ..."

"Unfortunately, the results were less than spectacular and, truth be told the application fell almost completely flat. The only question is whether the problems were glitches caused by a temporary problems or something more chronic with the program. ... the problem is that it doesn't seem to do the job it set out to."

In the public interest, and to uphold all conventional standards of academic integrity and ethical research, it would be apt if IIMA voluntarily discloses its enquiry committee report as the accused senior faculty themselves wanted. In fact the reports ought to have been published a long time back in the larger public interest.

The medium is not the message. The honeybee is neither the nectar nor the flower.  "I" am only the humble bumblebee who fertilises a rose today and the sunflower tomorrow.

Incidentally, this people's platform was founded by like minded stakeholders in IIMA after the IIMA finally enunciated it's "free speech" policy after
a series of high profile cyber crimes (and connected plagiarism scandals) which plagued IIM-A got reported.

These fundamental policies (ie. "IT Policy for IIM-A")  were summarised on 30.09.2013 by Cdr. (Retd) Manoj Bhatt (Chief Administrative Officer / Secretary of IIM-A Board of Governors) on behalf of the Institute as follows:-

The Institute promotes research by students in varieties of fields. The Institute upholds freedom of speech and opinions. The mere fact that online facility allows editing means there is a purpose behind it, that is people can have divergent views and can express it. The online platform entries are based on publicly available and accessible information as a mere attempt to compile existing information in the public domain without bias. Thus in the IIM-A's opinion we do not find any wrong doing is being done.

The copy of the document can be accessed from CAO to get all answers to your query (and it can be placed in public domain if CAO denies it).

Apropos, as who is running that mailing list, it is ultimately a people's mailing list of all persons connected as stakeholders to either a) IIM-A or b) Quality research with ethics and integrity.

The group is a subset of much larger academic network lists we run. Of course, at present we began with those few "@iimahd.ernet.in" emails IDs we had. We're now adding / inviting in some of the eminent registered ethical researchers in India (about 640 names) from our database. We estimate the list will probably have about 3,700 subscriber when we launch formally in about 9 days from now..

Membership of the list is open to a) anyone to applies or b) is invited or c) is from an existing list.

As its a people's community based mailing list - the list owners shall initially give out list "moderator"/"manager"ships to the first 25 suitable persons who apply and to as many as can be accommodated thereafter. In case you wish it, we would be honored if you could spare some time for such "community service".

IIMAHD-Ethical Research Network ("IIMAHD-ERNET.IN") recalls Prof Gupta's unstinting support to stamp out the plagiarism epidemic in IIMA and the immortal words in his Wall Street Journal interview of Sept. 24, 2009.

An allegation of plagiarism is a serious accusation and should never be taken lightly. On the other hand, self-policing is a major strength of the scientific community, and plagiarism should always be reported when it is suspected to have occurred


Plagiarism (from the Latin "plagiare", meaning "to kidnap") is defined as "the appropriation or imitation of the language, ideas and thoughts of another author and representation of them as one's original work" (The Random House Dictionary of the English Language - unabridged).

Plagiarism is a serious breach of research ethics that, if committed intentionally, is considered research misconduct. Plagiarism may result in serious sanctions, including public disclosure, loss of research funding, loss of professional stature and termination of employment.

Plagiarism undermines the authenticity of research manuscripts and the journals in which they are published and compromises the integrity of the scientific process and the public regard for science. Plagiarism violates the literary rights of individuals who are plagiarized and the property rights of copyright holders. Violation of literary or property rights' may result in legal action against the individual(s) committing plagiarism.

Although plagiarism has existed since the beginning of science, it seems to be increasing because the World Wide Web (Internet) facilitates finding and copying the work of others

When there is a possibility of plagiarism (often through an allegation of plagiarism by the original author, a reviewer or an interested third party), the journal's editor should act quickly. The editor should examine the original material and the publication alleged to constitute plagiarism. If the editor concludes that no plagiarism has occurred, the accuser should be notified, and no further action is necessary. If the evidence suggests that plagiarism may have occurred, the editor should contact the accused author(s), the author(s) whose work may have been plagiarized and the copyright holder of the original material if different from the author(s). The correspondence should include the alleged plagiarizing language and a copy of the original and suspected work. If all parties agree that plagiarism (whether intentional or unintentional) has occurred, a written letter of apology should be sent promptly by the offending author(s) to the editor and to the author(s) and copyright holder whose work has been plagiarized. If the offending work has been published, a notice of plagiarism, citing both the plagiarized and the offending articles and containing the exact text that has been plagiarized, should be published in the next available article of the journal in which the offending article was published. The plagiarizing authors must agree that all dissemination of the offending article will to be accompanied by the notice of plagiarism

If the accused author(s) deny that plagiarism has occurred, the editor must explore the accusation further, preferably through a mechanism already established by the journal to investigate allegations of scientific misconduct. All parties to the allegation should be encouraged to submit corroborating evidence, and the accused author(s) should be granted an opportunity (at no expense to the journal) to testify in person in defense against the allegation. The investigation should be concluded within a reasonable period of time (e.g. 3 months)

If the mechanism to investigate the allegation of plagiarism concludes in support of the allegation, then the process for the case in which plagiarism is admitted should be instituted. Further, the editor must decide whether the plagiarism should be reported to the guilty parties' supervisor, employer and/or professional organization. If the mechanism rules against the accusation of plagiarism, a letter stating this ruling should be provided to the accuser, the author(s) accused of plagiarism, the author(s) of the original work and the copyright holder if different from the author(s). In either case, these actions should constitute closure of the allegation of plagiarism.

An allegation of plagiarism is a serious accusation and should never be taken lightly. On the other hand, self-policing is a major strength of the scientific community, and plagiarism should always be reported when it is suspected to have occurred
